Regulatory issues can impact many different organizational areas in an utility. All large investor owned utilities are regulated by various governmental bodies. Typically, most contact with these governmental commissions deal with either increasing or justifying the utility’s rate structure and pricing. This requires filing a myriad of documents, which usually comprise literally thousands of pages of information. Since these proceedings are “trials” in a legal sense, the accuracy and consistency of the information filed is extremely important. In addition, since the rates that the utility charges its customers are at stake, the potential revenue gained or lost can be significant. Both the financial importance and labor intensiveness of the rate case process present a real and cost justified need for a complete Case Management Solution. With this as a backdrop, CWS’ Regulatory Case Management System (RCMS) is designed to provide a comprehensive solution to the management of this difficult process. The system itself is divided into modules – Testimonies, Data Requests, Financial Schedules, Regulatory Calendar, General Information, and Transcripts.

In this module, all testimony is prepared, reviewed, edited, approved and posted. There are two sub-phases: the draft and the finalized testimony. The system allows for direct input in preparing the documents, routing of drafts for staff and management reviews and automated transfer into the finalized repository when filed. The system manages version control so that the user is aware of the most current version of the testimony. In addition the system allows for opposing parties’ testimony to be entered into the system so that it can be accessed and reviewed while drafting rebuttal testimony.

Allows for the direct input of all regulatory company data requests (interrogatories) as well as the management of the review and serving. The system provides for the inclusion of all intervenor requests to the utility so that they can be distributed to the appropriate departments for response. Categorization by request issue allows duplicate or similar requests to be identified early which assists the effort for consistent responses. Witnesses and intervenors are afforded easy access to the data requests for which they are responsible. The status of each interrogatory is unquestionable, leaving no room for error.

Provides the management of support documentation for the financial schedules filed as part of a rate case. The financial schedules can be downloaded from corporate systems for storage in the Regulatory Case Management System, which allows for all information to be completely and securely accessible in one location.
